Art.104 Abs. 3 Bst. b

3 He [the Federal Government] aligns the measures so that agriculture fulfills its multifunctional tasks. In particular, he has the following powers and responsibilities:

b. With economically rewarding incentives, it promotes forms of production that are particularly close to nature, environmentally friendly and animal-friendly; In doing so, he ensures in particular that owners of cows, breeding bulls, goats and breeding goats are financially supported as long as the adult animals wear horns.
